Advance a test registration

Test mode only — drives a test registration's state machine explicitly instead of waiting for auto-advance (~30s per stage). Provide to_status for a specific state, or scenario: approve|reject (with an optional rejection_code) to jump to a terminal outcome. Returns 403 with live keys; use is audit-logged. Invalid transitions return 409.

Any unique string (e.g. a UUID). Retries with the same key within 24h return the original response with Idempotent-Replayed: true. Same key + different body → 409.
