Partial update. Edits to identity fields (legal name, EIN, entity type, address) on a registered brand trigger paid TCR re-verification — the brand returns to identity_status: pending until the new decision lands. Returns 409 conflict_error while a registration using this brand is in flight (validating through submitted).
