Report an external submission outcome

For package and push delivery modes only: report the real-world outcome of the submission you made yourself, so analytics and the rejection guarantee keep working. Returns 409 for registrations in provider delivery mode.

Report the real-world outcome of a package/push submission. Report submitted when you file the package (moves the registration to submitted/pending so time-to-approval analytics work), then approved or rejected on the decision.

Any unique string (e.g. a UUID). Retries with the same key within 24h return the original response with Idempotent-Replayed: true. Same key + different body → 409.
