Look up phone numbers

Resolves up to 100 numbers to their campaign/profile associations, registration and verification status, and block status within this account — the reconciliation primitive for fleet operators answering "is this number compliant to send right now?".

Any unique string (e.g. a UUID). Retries with the same key within 24h return the original response with Idempotent-Replayed: true. Same key + different body → 409.
